As a HIPAA compliant development partner, our products help many Sisense clients in advanced auditing and security requirements.
We have a premium plugin called Custom Export Options which allows a designer to apply certain limitations as to which export options are made available per widget or dashboard. Security messages can be applied, as well as limiting these options to certain user groups. Reports can then be generated on each groups exporting activity.
In addition, a viewer can also share their insights and exports to slack, by PNG or CSV. These slack exports can also be scheduled!
The viewer can even export their widgets and dashboards to Powerpoint for re-usable presentations based on their dashboards.

For example, one of the recent features for our Export Button plugin is the ability to generate detailed reports about which user exported what from your dashboards and it also allows you some limitation option on the number of rows that are getting exported and etc'
Another one that would be relevant for your use case is our Control Export Options plugin which is similar to QBQs Custom Export Options but more mature with features and ease of use.
To make a long stroy short, by using both plugin you have a full cover for all the 4 requirements that you have raised out of the box.
