This Idea has been implemented in the product!

The linked documentation explicitly states that all users can modify the formulas. I want the data designer or dashboard creator to create formulas and share them, but not let every person with dashboard designer access have the ability to corrupt those formulas for all of the other users.

When sharing formulas, they can be accessed by all users. Access to shared formulas cannot be limited at the granular level.
