We have a large number of dashboards and at the moment, find the navigation process for our stakeholders is not ideal as they can only "find" a dashboard if they know what words are used in the title. For example, if a stakeholder searches for complaints but the dashboard title they need is called feedback ... It won't come up as a suggestion.
A solution like having the ability to tag dashboards would massively help

Alternatively, expand the search scope so it ALSO searches the widget titles, descriptions, and any text elements within the dashboard. I understand if it doesn't search widget contents, since that's maybe a little too extreme, but for an overall dashboard search, it shouldn't ONLY search the dashboard titles.

I recommend trying out Paldi's free marketplace plugin, Folder Organizer.
With its two-tab feature, this plugin allows you to create categorized lists of dashboards.
The typical setup is to separate development and production dashboards, or to use labels like "All" and "Official" (as shown in the example below). You can also configure it to display a general tab for all users alongside a tab specifically for stakeholder dashboards.
