Before migrating to Linux we also experienced this struggle / issue. What eventually helped us and minimize/prevent downtime is Process Lasso Server Edition (https://bitsum.com/server/). You can configure this to restart services when they reach a certain threshold regarding CPU/Mem. For us this reduced the amount of 503-errors or very slow user experience.
It is not a real solution, it is more a band-aid, but untill there is a fix (or untill you perhaps migrate to Linux) . I can recommend this tool
