The Blox widget type is visible in the widget type dropdown box when creating a new widget. The text widget option appears in the top UI of the dashboard, separate from the normal widget create button.
The other links and options related to scripting and plugins, the edit script menu item is visible in the dashboard and widget context menu. The list of active add-ons can be found in the admin tab of the dashboard.
