Creating new user roles?

I am looking at customizing user roles and am wondering if it is possible to create a new role type.

For example, I'd like to make a new role that is between a Viewer and a Designer that would be able to create and modify widgets but does not have the ability to create or duplicate dashboards. 

Any ideas?
