Set Default Date Formats for All Data

Instead of having to manually set the same format for each date type over and over, it would be nice if you could set defaults for each date type (Year, Quarter, Month, Week, Day) somewhere and have everything default to that with the ability to change away from the default if needed.

This could be done in the same area we set First Day of Week and Fiscal Year for the server.
