Tabber widget management

I am struggling to manage widgets in a multi-tab report. When I create a new widget it shows up on all tabs in a weird place. It is making it very hard to deliberately create widgets for specific tabs. Along with widgets disappearing now others are showing up where they don't belong, it is extremely frustrating. What am I doing wrong? Is there an ideal workflow?
